Is a 1 gallon bowl sufficient for two fancy goldfish?

I just bought a golden fantail as well as a black moor goldfish from Walmart, and my girlfriend is insistent that they will be fine in a 1-gallon bowl. I must say though, it doesn't seem to be an awful lot of wiggle room.
