Why do the question and answer reviewers at Y!A appear to be so unregulated?

I worked for a major corp that had an international computer help desk to help all of their 110,000 employees computer questions. The help desk management had the impossible task of regulating their help desk personnel. The turnover was very high, which required constant monitoring and training of new people. The people weren't highly paid, so they also weren't too skilled or experienced. Once they learned anything, they would quit for a higher paying job. So the help desk was guaranteed to always have the lowest skilled and always new people answering the phones. From what I've seen from the Y!A reviewers, they have the same problem.
