What could this be,my fishtank heater?

i just bought a 4 foot fish tank, i filled it up and when i put the heater in it the water about 3-4 inchs above the heater appears wavy(kinda like the fumes when they come off petrol) what could this be?(the water was 22 degrees and i am trying to heat it up to about 30 degrees, please help me
