What would be the best dslr camera to get?

i'm looking to get a new dslr camera before july. i am going to live in germany for a year, so i'd like a new camera to help me get some stunning shots while i'm over there. camera-wise, i am willing to spend up to $700. i would also like to get a telephoto lens and possibly a macro or some other kind. if you have any recommendations for cameras/lenses, i would greatly appreciate it. thank you.
