Why do people think Sao Paulo is so much more violent compared to a larger city life NewYork?

Of course there are many violent crimes like any big city....and in Brazil there are many slums governed by themselves...and yes more murder and robbery.....the murder rate is 5X higher than N.Y. or other U.S. states but Sao Paulo is also 4-5X bigger than New York is
